Yosef Portnoy

Principal

Yosef Portnoy is a licensed Professional Engineer and Professional Planner with extensive experience in civil engineering and land development. He has led the design and permitting of complex infrastructure, commercial, industrial, residential, and mixed-use projects across New Jersey and the region. His expertise includes grading, utilities, stormwater management, and NJDEP permitting, with a proven track record on large-scale developments. Yosef is known for guiding projects from concept through approvals with a practical, solutions-focused approach to engineering and planning. He is recognized for balancing technical rigor with creativity, ensuring projects meet regulatory standards while delivering real-world value for clients and communities.

Isaac Kleinman

Isaac Kleinman is the co-founder and CEO of Civil Core Consulting, where he leads the firm’s strategic direction, operations, and growth. With over a decade of executive experience in finance and operations, he has a proven track record of building strong organizations, implementing effective systems, and guiding high-performing teams. Before establishing Civil Core Consulting, Isaac served as CFO for multiple organizations, where he oversaw finance, HR, IT, and operational departments while cultivating key investor and institutional relationships. His expertise in fiscal planning, contract negotiations, and organizational leadership provides the firm with a strong foundation for sustainable growth and client success. He is valued for his ability to align business strategy with client goals while fostering a culture of accountability and excellence.

Cecilia Marchi

Project Manager

Cecilia Marchi is a seasoned Project Manager with over 30 years of experience in private land development. She has managed projects ranging from small, 2-lot subdivisions to large-scale communities with up to 300 units. Her expertise spans feasibility studies, conceptual layouts, stormwater management systems, sanitary sewer design, soil erosion and sediment control, and preparation of technical reports for municipal and state approvals. Cecilia is recognized for her ability to identify site constraints early in the process and deliver practical, compliant solutions that maximize project potential. She holds a bachelor’s degree in Civil Engineering from University São Francisco and a bachelor’s in Mathematics from FCL Plinio Augusto do Amaral, both in São Paulo, Brazil. She is also valued for her mentorship of junior staff and her collaborative approach to guiding projects through design and approval.
